09 - 4 large (10-inch) spinach or tomato-flavored flour tortillas

10 - 1/2 teaspoon garlic powder
11 - 1/4 teaspoon ground black pepper
12 - 1/4 teaspoon salt
# Directions:
01 - In a medium bowl, combine cream cheese, sour cream, and shredded cheddar until smooth and fluffy.
02 - Add diced bell peppers, grated carrot, sliced green onions, chopped parsley, garlic powder, black pepper, and salt; mix thoroughly.
03 - Lay tortillas flat and spread a quarter of the cheese-vegetable mixture evenly, leaving a 1/2-inch border on edges.
04 - Roll each tortilla tightly into a log shape.
05 - Wrap each roll in plastic wrap and chill in the refrigerator for at least one hour to firm.
06 - Unwrap rolls and slice into 1/2-inch thick pinwheel pieces; arrange on a serving platter.
07 - Serve pinwheels chilled or at room temperature.
